DPR Consistently Supports PELNI Fleet Renewal

Budget Approval for State Capital Injection, DPR Consistently Supports PELNI Fleet Renewal

Jakarta, September 17, 2025 – PT Pelayaran Nasional Indonesia or PT PELNI (Persero) has received full support from the House of Representatives of the Republic of Indonesia (DPR RI) through the approval of the settlement of the 2025 State Capital Injection (PMN) amounting to IDR 2.5 trillion. This approval was agreed upon during a Hearing Meeting of Commission VI DPR RI, attended by the Minister of State-Owned Enterprises (BUMN), Erick Thohir, on Monday (September 15).

The PMN fund will be utilized by PELNI to procure three new passenger vessels, which are expected to arrive in early 2028. This procurement is part of the government’s mandate to PELNI under Government Regulation (PP) Number 20 of 2010 concerning Water Transport, aimed at strengthening maritime connectivity and sea transportation services in Indonesia.

PELNI’s President Director, Tri Andayani, emphasized the company’s commitment to managing the PMN fund responsibly. “We will make the best use of the PMN fund to ensure that the procurement of new passenger vessels runs optimally, thereby supporting interregional connectivity and delivering the best services for the people of Indonesia,” she said.

She also stressed that the procurement of new vessels would enhance PELNI’s capacity and service quality, particularly for communities in disadvantaged, remote, outermost, and border areas (3TP).

The disbursement of this PMN fund has been regulated through a Government Regulation (PP), with the state capital injection mechanism channeled via BPI Danantara and Danantara Asset Management to PELNI.

This PMN allocation has also been officially determined by the Minister of Finance through the Decree of the Minister of Finance (KMK) Number 235 of 2025, covering three State-Owned Enterprises (SOEs), including PT PELNI (Persero).

“We extend our gratitude to the government, especially DPR RI, the Minister of SOEs, the Minister of Finance, and the Minister of Transportation for the trust and support given to PELNI. This fund will serve as a strategic step to strengthen PELNI’s role as the backbone of Indonesia’s sea transportation,” she concluded.

For information, the PMN fund will be used to replace three aging PELNI passenger vessels: KM Umsini, KM Lawit, and KM Tidar.

KM Umsini, built in Germany in 1985, is now 40 years old. It is currently undergoing repairs in Surabaya after a fire incident in Makassar in 2024. KM Umsini is expected to resume operations in Q2 2026.

The next vessel to be replaced is KM Lawit, built in 1987 and now 38 years old. In 2025, KM Lawit serves two routes, Route A: Kumai – Surabaya – Sampit – Semarang – Kumai – Semarang – Karimun Jawa – Semarang – Sampit – Surabaya – Kumai and Route B: Kumai – Surabaya – Benoa – Bima – Waingapu – Ende – Kalabahi – Kupang – Rote (round trip)

Meanwhile, KM Tidar, built in 1986 and now 39 years old, serves the route: Kijang – Tanjung Priok – Surabaya – Makassar – Bau-Bau – Maumere – Larantuka – Lewoleba – Kupang (round trip). The replacement of these vessels is expected to improve the reliability and quality of PELNI’s sea transportation services.

As a State-Owned Enterprise engaged in shipping services, PELNI currently operates 25 passenger vessels serving 511 segments with 1,359 routes and calling at 74 ports.

In addition to passenger services, PELNI also operates 30 pioneer vessel routes, providing accessibility and mobility for communities in 3TP regions. These pioneer vessels call at 230 ports with a total of 522 segments. PELNI also operates 18 rede vessels. For logistics services, PELNI currently operates 8 sea toll routes and one dedicated livestock vessel route.
